He also wants all nations to ensure that economic activity on the Internet can proceed unfettered. Finally, all nations should respect and ensure the privacy of all individuals.

Good luck with that. There's no way that governments will respect that. Maybe they will agree in public, but they will still try to snoop and monitor.
